About EVCRS

As a provider of Psychiatric Rehabilitation Services, we provide our clients with the necessary life skills and support system to embrace their mental health and enhance all areas of their lives. Our licensed and accredited Psychiatric Rehabilitation Program is offered for children, adolescents, and adults who have serious & persistent mental illness and/or serious emotional disturbance. We currently only accept clients insured through Maryland Medicaid.

Our Story

Throughout her career, Michelle Moaney, Founder and Director of Every Voice Counts Rehabilitation Services (EVCRS), often saw that mental health problems are sometimes overlooked, and the number of people who suffer in silence is underestimated. It is a public health problem, and she knew by connecting strong support to a vulnerable individual and their family and community, that individual could become stronger and an active, contributing member of the community. 

 

Michelle was ready to do more and help answer the need of for a strong Psychiatric Rehabilitation Program on the Eastern Shore of Maryland.

 

EVCRS is now going into its 5th year of operation and Michelle and her team work tirelessly to fulfill the organization’s mission of assisting people with mental health issues, in partnership with the community, to achieve self-determination which will be used to overcome barriers that have stopped them from achieving their life’s goals. Over the years, EVCRS has served numerous clients– individuals with medicaid insurance between the ages of 5 through adults who are currently diagnosed with a mental health disorder such as depression, bipolar disorder, oppositional defiant disorder, and/or many others. On a daily basis, EVCRS employees are securing resources for housing, transportation to appointments, employment opportunities, food, and clothing for clients, while also providing case management services to further support the work that the clients are doing with their therapists. EVCRS is a lifelong dream of Michelle’s and the work that she and her team implement just emphasizes her strong belief that every person’s voice matters despite their trials and tribulations, and that paths can be changed for the better with the help of a supportive environment with genuine people who are willing to help them get back on track. 

Meet the Team

Michelle Moaney, 
BS Organizational Management

Director

From an early age, Michelle Moaney had a genuine love for helping those in need. To pursue her passion, she began her professional career by working as a Case Manager for Talbot County’s Department of Social Services, where she assisted customers with public assistance, food stamps, rental assistance, and emergency assistance for 10 years.  Afterwards, she became a Child Support agent for 5 years before she decided to take a leap into a supervisory role with Caroline County’s Department of Social Services, child support division for 15 years. After 30 plus years of working for the state, Michelle decided to retire and plan for her next phase of life, where she would continue to serve those in need, but under her own rules.  

 

To prepare for her next steps, Michelle earned her Bachelor’s degree in Organizational Management in 2011 and then took classes and earned her certification in Life Coaching. From the time she retired in 2015 until 2019, Michelle worked for three non-profit organizations, the last being a Psychiatric Rehabilitation Program where she served as a Case Manager to clients with mental health diagnoses in need of resources and support to facilitate independent living. After this experience and a desire to do more, Michelle decided to take matters into her own hands and opened up her own Psychiatric Rehabilitation Program, Every Voice Counts Rehabilitation Services (also known as EVCRS).

Crystal Teta

Administrative Assistant

Crystal Teta is an Administrative Assistant at EVCRS and is responsible for assisting our PRPs with coordinating their clients' care, managing monthly billing, making sure that staff is up to date on training, and assisting clients and staff with any additional needs that they may have while they are in the office. 

 

She enjoys spending her free time with her family and her dog, and making embroidery projects for her Etsy shop. She loves to be at the beach and is looking forward to going back to school in hopes of obtaining a Bachelor's degree in Human Services.

Christopher Guy

Volunteer

Christopher Guy has been volunteering with Every Voice Counts for about one year. In this position, he provides weekly supports for children who attend
the program. Some of this support includes help with social skills, assistance with anger management, and aiding the therapists with general counseling. He enjoys motivating the children in the program to be confident in themselves and their goals. He also enjoy doing arts and crafts with the kids, and taking them out to go bowling.

 

In his free time, Christopher likes to play and watch sports, spend time with his family and friends, and spend time with his pets.

Cynthia Bailey

Psychiatric Rehabilitation Provider - Team Lead

"When human beings experience trauma or severe life stressors; It is not uncommon for their lives to unravel. "

 

Cynthia's great passion is bringing healing to people who have been through a traumatic/stressful experience. She helps her clients who include children, adults and families, to find healthy perceptions of themselves and strengthen their relationships so they can know themselves as peaceful, complete whole and safe.

 

She has 15 years of experience in helping others.

Tecoy Chesley

Psychiatric Rehabilitation Provider

Tecoy Chesley is a youth PRP at EVC, with over 16 years of experience in the medical field. She has 14 years of experience in mental health, 16 years as a CNA, and 6 years as a CMA.

 

She loves this job because she feels she is making a huge difference with the pediatric clients at EVC. 

Tecoy also loves that the office has a friendly and warm atmosphere with a genuinely caring staff that listens and treats one another like they would treat their own family. 

She is a proud mother of two boys who loves to travel, shop, cook, and be with friends and family in her spare time.

Jo Ann D. Asparagus,

Attorney at Law

Compliance Officer

Jo Ann D. Asparagus Murray, a native of the Eastern Shore is a retired Family Law Magistrate. She received her Bachelor’s Degree from Lincoln University in Lincoln University, Pa., a Master’s of Social Work from the University of Pittsburgh and a Juris
Doctorate from Duquesne University in Pittsburgh, Pa. Prior to becoming a Magistrate, she worked for Legal Aid, Caroline County’s Office of the State’s Attorney, Caroline County’s Office of the Public Defender and she also was a solo practitioner. She derives great joy from helping others, particularly when it leads to people learning to solve their
own problems.

Donelle Pinder Jr., M.Ed., LCPC

Rehabilitation Specialist 

Mr. Donnell Pinder Jr. earned his bachelor’s degree in sociology from the University Maryland Eastern Shore in 2006. He received a master’s degree in education with a concentration in guidance and counseling from Wilmington University in 2012 and a Master’s degree in Education with a concentration in School Administration in 2018. In addition, Mr. Pinder continued graduate level studies at the University of Maryland Eastern Shore for licensure as a mental health counselor and is a doctoral candidate in the educational leadership doctoral program. Mr. Pinder has gained counseling experience in the areas of residential treatment facilities, public education, and community male outreach. Mr. Pinder’s counseling philosophy embodies a focus on client’s strengths as well as a holistic approach that takes into account the mind, body, and spirit.

Jennifer Hardin, RN, MSW, LCSW-C

Rehabilitation Specialist

Jennifer Hardin has been an Adult Rehabilitation Specialist at EVCRS for over 4 years. She is responsible for developing individual rehabilitation plans, obtaining authorizations for service,  completing clinical team collaboration notes, and other duties as needed.

 

Jennifer is also a Board Approved Supervisor for the State of Maryland Board of Social Work.

 

In her free time, she likes to dance at the Dance Conservatory of Dover and to do a variety of crafts such as sewing and making jewelry. She also enjoy baking and flying.

Dwayne (DJ) Brooks

Psychiatric Rehabilitation Provider

Dwayne Brooks aka “DJ” has worked with Every Voice Counts (EVC) as a Psychiatric Rehabilitation Provider (PRP) since we opened 2020.  His time is divided between EVC and Vision Quest as a Child Care Worker/School Monitor. He is originally from Maryland and lived in Atlanta Georgia for three years. He is a graduate of Easton High School and completed two years at
Chesapeake College.  He has experience working as a driver, but loves helping people feel better every day and finds his passion in working with younger people preparing them for a brighter future.

If you don’t find DJ working between the two jobs, you will find him on the court with his boys. He has coached AAU basketball for over 15 years. He has two sons, and a host of boys to whom he provides love and direction.

Dynesha Brooks, LGPC

Rehabilitation Specialist/Program Manager 

Dynesha Brooks serves as one of the Rehabilitation Specialists for Every Voice Counts.  As a Rehabilitation Specialist, Dynesha oversees the clinical side of the PRP program and supports the team in implementing rehabilitative services to our clients. In addition to her work with EVCRS, Dynesha is a Psychotherapist who provides individual therapy for children, adolescents, and adults. 

 

In her free time, Dynesha loves spending time with her family and friends, keeping up with trends and new findings related to mental health and self-care, and being intentional about seeking out moments of peace and joy on a daily basis.

Phillip B Moaney Jr.

Business Consultant

Phillip B Moaney Jr. is business consultant with EVCRS. He has over
25 years of experience in customer service, accounting and health
benefits administration. He recently joined our company and we look forward to Phillip applying his talents in the business administration field to ensure that our company runs effectively and efficiently.


Phillip enjoys volunteering within our local community, fishing,
boating, and working in his yard.

Latonya Potter

Administrative Assistant

Latonya Potter is an administrative assistant at EVCRS and provides administrative support to the CEO and employees. She oversee clerical tasks and maintains updated information for clients charts. She is responsible for driving clients to and from their group sessions at the agency.

 

In Latonya's free time, she enjoys spending time with family,  as well as exercising and teaching classes at the YMCA and Fitness Rx.

Walteryne Thomas

Psychiatric Rehabilitation Provider

Walteryne Thomas is a Psychiatric Rehabilitation Provider with Every Voice Counts. 

 

She firmly believes life is not about waiting for the storm to pass.  It's about dancing in the rain and knowing a brighter day will come. 

 

She truly enjoys working her event planning business, decorating, going to the race track, and not to mention her love for football. GO RAVENS!
